Extraordinary Contribution on Local Accommodation - Repeal

Decree-Law 57/2024, dated 10 September 2024, published in the Official Gazette, revokes the extraordinary contribution on local accommodation (“CEAL”). It also determines the depreciation coefficient to local accommodation establishments. Additionally, it introduces measures related to personal income tax aimed at facilitating geographic mobility.

The repeal of CEAL and the application of the depreciation coefficient to local accommodation establishments takes effect on 31 December 2023. 

 


In detail

This Decree-Law repealed the CEAL and the application of the age coefficient to local accommodation establishments for the purposes of calculating the Real Estate Municipal Tax (“IMI”), measures that had been introduced in the More-Housing programme.

It also introduces measures related to personal income tax (“IRS”) aimed at facilitating geographic mobility.

The publication of this Decree Law amends the following legislation:

  • Law 56/2023, of 6 October, in its current wording, which approves measures in the field of housing, making various legislative changes;

  • Real Estate Municipal Tax code (“Código do IMI”), approved in annex to Decree-Law 287/2003, of 12 November, in its current wording;

  • Personal Income Tax Code (“Código do IRS”) approved in annex to Decree-Law 442-A/88 of 30 November, in its current wording.
